http://pricepoint.com is a good place to start. Building your own bike is rewarding but it will cost you about triple of what a similar ready-made model will cost you.

If you have to ask us here for directions ... you can not build your own bike.
Head to your local bike shop and buy a bike. Learn how to do basic repairs from there. Maybe you'll be able to build your next bike.

i would not reccomend builing one but instead buying one
i would reccomend if you want a multi speed and front and rear brakeshttp://www.cannondale.com/bikes/09/cusa/…
i would reccomend this if you want a rear hydralic brake, no front brake, gears, and a great forkhttp://www.cannondale.com/bikes/09/cusa/…
and this one if you want a single speed, back brake only and a great forkhttp://www.cannondale.com/bikes/09/cusa/…

I'd say better than average. I ride a lot and can do about 53 mph on the flat on my MTB. So, keep on riding maybe you'll improve like I have.
My Bad. - I road yesterday and hit 55 MPH, I'll need more gear if I want to hit 60.
I'm getting some slick tires and plan to get clipless pedals that with my 65 tooth chainring I expect to hit about 65 maybe 70 mph. Stay tuned.
OK, I made a 65 tooth ring yesterday. This morning I hit 62 mph on my test ride. Pretty awesome don't you think? Once I get use to it, I'll go faster I'm sure.
Finally hit 65 mph today. I'll need more gear to go faster.

Your crank arm threads where the pedal screws in could be sripped and you'll probably never get the pedal out with out some specific tools and or knowledge of the given situation. Take it to a bike shop, most will help you without charging you until they actually work on it.

Well dont make your question vague...what kind of bike is it? Sounds like a pedal replacement is in order. Depending on what kind of bike you have will determine what size pedal thread you need. Nearly all bike shops will have a pedal for it and so will most dept stores that sell bikes . If you have a single chain ring it will be 1/2"thread and anything else will be 9/16" unless it is a dept store bike then it still may be 1/2"

Let a custom bike builder do it for you.
I would suggest a Cove frame with an 8mm chainwheel and chain using custom hubs on a 36 spoke wheel that is extra wide.
I would charge you 400 dollars to do this.[just build what you purchased]
The frame and parts would cost a grand at least.
Buying on line to build a custom bike is a bad idea.
I'm sorry that I cannot help you more.
I was hoping that my advice might make you do more research and rethink your thoughts.
